Move frame texture

Hello, please help me understand how this effect is made.

I think that the texture on the plane tracker object is taken using the “Texture UV projection” patch through Vertex, and the delay frame with the camera texture, but how to make sure that the value from this patch is not updated, but the last value is fixed. Please help solve the problem, shaders are not mine.
